The Kalinago Sports Association had a successful start to the Kalinago Premier League at the Jolly John Park this past weekend. The 2017 season began with a traditional Ball-O-Rama among the participating teams which ended with a final match between the Bombers and the Termites. Termites went on to win the Ball-O-Rama with a score of 56 for 2 in 4.3 overs after Bombers only registered 55 for 3.
Below are the rules for the 2017 Kalinago Premier League
Playing Conditions of the KPL by Kalinago Sports Association (K.S.A.)
1 PLAYERS– Teams must be Hamlet based. A Hamlet can have more than one team.
Players can only be from the Hamlet or its neighbouring Hamlet. Each team is allowed two outside players, who must be Dominicans. Players who are not from a
neighbouring Hamlet will be considered an outside player. There will be no exceptions to this rule.
2 DURATION–one inning per side. Each inning limited to maximum 20 overs.
3 HOURS OF PLAY –play starts at 10 oclock 1st game and 2 oclock 2nd game 10minute interval between innings
4 MATCH REFEREE– K.S.A .will appoint a match referee who in conjunction with the
Umpires determine the rearrangement of overs and timing of matches in the case of any match being delayed interrupted or replayed
Objectives of the match referee are listed as follows:
–to ensure that all matches are completed on the scheduled day (Minimum of overs to
constitute a match is 5 overs per team)
–to ensure that whenever possible within each match teams have the opportunity of batting the same number of overs.
5 LENGTH OF INNINGS In uninterrupted matches.(that is matches which are neither delayed or interrupted) each team shall bat for 20 overs, unless all out earlier. If the team batting first is dismissed in less than 20 overs, the team batting second shall be entitled to bat for 20 overs.
5 1 Delayed or interrupted matches- when playing time has been lost, the revised number of further overs to be bowled in the match shall be based on the rate of 4 minutes per over in the total remaining playing time available for play.
5 2 The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allotted overs. To constitute a match a minimum of 5 overs has to be bowled to the side batting second subject to the innings not being completed earlier.
5 3 Delayed or interruptions to the team batting second–When playing time has been lost and as a result it is possible for the team batting second to have the opportunity of receiving its allocation or reviewed allocation of overs in the playing time available, the numbers shall be reduced at 4 minutes per over in respect of the aggregated lost playing time
–a reschedule time for close of play will be fixed by applying a rate of 4 minutes per over in respect of each over already bowled and or rescheduled to be bowled in the innings (the time and durations of all relative delays and interruptions in play with respect to the second innings will be taken into account in specifying this time).The calculation must not cause the match to finish earlier than the original time for the cessation of play. If required the original time shall be extended to allow for one extra over for the team batting second
5 4 To constitute a match a minimum of 5 overs has to be bowled to a team batting second subject to an innings not being completed earlier. The team batting second shall not bat for a greater number of overs than the first team unless the latter completed its innings in less than its allotted overs
6 THE BALL One new ball shall be used for each innings. Approved balls shall be provided by K.S.A. These will be purchased by teams for the match.
7 THE RESULT
7 1 When there are no interruptions after play has commenced and when both sides have had the opportunity of batting for the same number of agreed overs, the team scoring the higher number of runs shall be the winner.
7 2 In the event of a TIE there will be a SUPER OVER to decide the winner
7 3 If due to suspension of play after the start of the match, the number of overs in the innings by either team has to be revised to a lesser number than that originally allotted (minimum 5 overs) then a revised target score should be set for the number of overs which the team batting second will have the opportunity of facing, this revised target will be calculated based on the average run rate of the team batting first.
7 4 If the match has been abandoned before it has been played to a conclusion and before the team batting second has received its allotted number of overs (provided it has received not less than 5 overs) the result shall be decided by the average runs per over by the total overs faced.
7 5 In the event of a tie when the average run rate has been used or an abandoned match or no result–the super over will be played to decide the outcome. The match referee will notify the captains scorer and all concerned of such decision.
7 6 The following shall apply in a SUPER OVER
–A suitable acceptable ball (not a new one) will be used by both teams
–Captains will toss to decide who bats first
–Teams fielding will appoint one bowler for the over
–Teams batting will have openers and one other batsman. The innings consist of
2 wickets after the fall of the second the team is all out
— All other T/20 rules apply eg no balls and free hits
8 NUMBER OF OVER PER BOWLERS
No bowler may bowl more than 4 overs. However in a delayed start or interrupted
where the overs are reduced for both sides or for the side bowling second no bowler
may bowl more than one fifth (1/5) of the total overs allowed (Unless such a number
has been exceeded before interruption) except that where the total overs are not
divisible by 5 an additional over shall be allowed to the minimum number of bowlers
necessary to make up the balance. Eg after 8 overs rain interrupted play and the
is reduced to 12 overs. Both opening bowlers have bowled 4 overs two bowlers can
bowl 3 overs and the three other bowlers bowl 2 overs each.
When an interruption occurs mid over and on resumption, the bowler has exceeded the new maximum allocation he will be allowed to finish the incomplete over. In the event of a bowler breaking down and being unable to complete an over the remaining balls will be bowled by another bowler. Such part of an over will count as a full over
only in so far as each bowler limit is concerned.
9 Law 14 will not apply in the competition The captain of the batting side may not
declare his innings closed anytime during the course of the match
10 NO BALL PENALTY
Law 24 12 will apply. The penalty will be one run.
10 1 Free hit after a foot fault no ball
In addition to law 24 the delivery following a no ball called for a foot fault (law 24 5)
shall be a free hit for whichever batsman is facing it
If the delivery for a free hit is not a legitimate delivery (any kind of no ball or wide)
then the next delivery will become a free hit for whichever batsman is facing it. For any free-hit, the batsman can be dismissed only under the circumstances that apply for a no ball even if the delivery for the free hit is called a wide ball. Field changes are permitted for free hit deliveries.
11 WIDE BALL
In addition to Law 25 the following shall apply Umpires are instructed to apply a very
strict and consistent interpretation in regard to this law in order to prevent negative bowling wide of the wicket. A penalty of one run shall be scored. This penalty shall stand in addition to any other runs which are scored or awarded.
12 TIME OUT
Law 31 will apply except that the incoming batsman must be in position to take
guard or for his partner to be ready to receive the next ball within 1 minute 30
seconds (1 1/2 minute) of the fall of the previous wicket. The incoming batsman
is expected to be ready to make his way to the wicket immediately after a wicket falls
And is expected to jog to the wicket.
13 CLOTHING EQUIPMENT
Teams must be attired in coloured uniforms, where the aforementioned is not
possible teams must of necessity have uniformed clothing tops
13 1 For this year’s competition no white tops will be allowed.
14 GEAR AND EQUIPMENT
Players found or caught with any gear item not belonging to them without reasonable explanation to their being in possession of said item will be banned from the league
and not allowed to further participate in the competition.
15 Players must always observe the edit “the umpires’ decision is final”. Players must avoid bringing the game into disrepute. To ensure that players stay disciplined the umpires and match referee are being empowered with cards to be issued to players violating the rules in any unbecoming way. One yellow card equals a warning Two yellow cards equals one red card. One red card equals a suspension for the next carded game two red cards equal expulsion from the league.
15 ESCAPE CLAUSE
Teams must adhere to rules of the competition, the K.S.A. Reserves the right to make the judgement or ruling on any rules not hereby stated.
